New construction in Oak Ridge North doesn’t look like new construction in Conroe or Montgomery.

There’s no sales office with a model home, no phased subdivision opening a new section every eight months, no national builder with a warranty department. Oak Ridge North is a small, largely built-out city, and what gets built here is mostly infill — a new home on a lot that already had one, or a custom build on one of the few remaining parcels.

That distinction matters enormously for inspection, because it creates a scenario you don’t get in a greenfield subdivision:

A brand-new house connected to sixty-year-old infrastructure, sitting on soil that a previous structure already disturbed, on a lot inside a neighborhood whose drainage was designed for smaller houses.

The house is new. Much of what it depends on isn’t.

This is the single most important thing to understand about buying or building infill, and it’s routinely overlooked because the word “new” does a lot of work in a buyer’s head.

When a house is demolished and rebuilt, the lateral from the house to the municipal main is frequently reused. It’s underground, it’s expensive to replace, and it’s often not part of the scope. You may own a 2024 home draining into a 1965 cast iron or clay tile lateral — six decades of internal corrosion, bellies, and root intrusion from the mature trees this area is known for.

Same logic. The line from the meter to the house may be original — potentially galvanized, potentially undersized for a larger modern home with more fixtures. Ask directly whether it was replaced, and confirm static and flow pressure at the fixtures.

⚡ Electrical Service Capacity

A new home with multiple HVAC systems, EV charging, a pool, and a modern appliance load draws considerably more than the 1960s house it replaced. Verify that the service size, service drop, and meter equipment were upgraded — and that the utility’s supply to the lot is adequate.

What’s Buried From the Last House

Demolition is rarely as complete as it appears from the curb.

Ask the builder directly, and look for evidence of:

  • Old foundation remnants — slab sections, footings, or pier remains left in place and backfilled over
  • Construction and demolition debris buried on site rather than hauled out
  • Abandoned septic tanks or cesspools, if the lot predates municipal sewer connection. These require proper abandonment, not just covering.
  • Buried fuel or heating oil tanks from an earlier era
  • Abandoned wells, which carry plugging obligations
  • Uncompacted backfill where the old foundation was removed

That last item is the one with the longest tail. Backfill placed over a removed foundation continues consolidating for years — and if the new slab bears partly on native soil and partly on that fill, you have the recipe for differential settlement regardless of how well the house itself was built.

Slabs on Previously Disturbed Soil

This is where infill construction diverges most sharply from a graded subdivision lot.

A greenfield lot has a known, uniform soil condition. An infill lot has whatever the last sixty years did to it — a removed foundation, old utility trenches, an abandoned driveway base, a filled pool, decades of landscaping.

Combine that with southern Montgomery County’s higher-plasticity clay and you have real potential for uneven support.

What to Ask and Verify
Was a geotechnical or soils evaluation performed for this specific lot?
Was the foundation engineered for the actual site conditions, or designed from a standard plan?
Was fill compaction tested and documented?
Is the slab conventionally reinforced or post-tension? Get it in writing, since it governs any future slab penetration.
The pre-pour inspection matters more on an infill lot than almost anywhere, because soil preparation, vapor barrier, and reinforcement are permanently buried within hours.

Preserved Trees on a New Build

Mature tree canopy is part of why people want to live here — and on an infill lot, those trees were established long before the new house.

That means large trees sitting closer to a new foundation than a builder would ever plant them, drawing substantial moisture from clay soil during summer and creating localized dry zones.

It also means constraints. Municipal tree and lot-coverage requirements may apply, and removing a tree that turns out to be affecting the foundation may require approval. Verify what applies to the specific property with the City before assuming either way.

Practical items: confirm root barriers were installed where trees sit near the foundation, check for construction damage to root zones and trunks, and evaluate limbs overhanging the new roof.

Drainage: You’re the New Variable in an Old Neighborhood

A rebuild is almost always larger than what it replaced — more roof area, more driveway, more patio, more impervious cover on the same lot.

That water has to go somewhere, in a neighborhood whose drainage was laid out for smaller houses.

Evaluate carefully:

  • Final grade sloping away from the foundation on all four sides
  • Where downspouts discharge, and whether they’re extended
  • Whether swales between properties were preserved or filled during construction
  • Whether the new grading redirects water onto neighboring lots — a genuine liability and a common source of neighbor disputes on infill builds
  • Driveway and culvert tie-in to the street and any roadside ditch
  • Whether the lot now ponds where it previously drained

Watch the property during a heavy rain if timing allows. It’s the most informative inspection you can perform yourself.

Demolition and Era Materials

The house that came down was likely built before 1980, which means it may have contained asbestos-containing materials and, if pre-1978, lead-based paint.

Demolition of structures containing these materials is regulated, with survey and notification requirements. This matters to you for two reasons: whether the demolition was performed properly, and whether residual material was left in the soil.

Ask whether a pre-demolition survey was conducted and whether required notifications were filed. On any lot where you have concerns, soil testing is available.

What Municipal Permitting Does — and Doesn’t — Cover

Oak Ridge North is an incorporated city with its own permitting and code enforcement, which is a genuine advantage over building in an unincorporated area. Permits exist, inspections occur, and records are obtainable.

Ask your agent to pull the permit history for the property, including the demolition permit, building permit, and all trade permits and inspection sign-offs.

Then keep the limit in mind: code inspections verify a minimum standard. They’re brief, narrowly scoped, and pass/fail. They don’t evaluate workmanship quality, insulation coverage, duct integrity, or whether your drainage will function in a Montgomery County downpour. Code compliance and “built well” are different standards.

Who’s Building It, and What Warranty Comes With It

Infill construction is typically the work of small custom or spec builders rather than national production companies. That’s often a quality advantage — more attention, more accountability, fewer corners.

It also changes your warranty picture. Ask directly:

  • Is there a written warranty, and what does it actually cover and for how long?
  • Is it a structured program or an informal commitment?
  • How long has the builder operated, and are they bonded and insured?
  • Who handles warranty claims, and through what channel?

A one-year workmanship warranty from a builder with twenty years in the area is meaningful. A verbal assurance is not. Get it in writing before you’re under contract, along with confirmation that third-party inspections are permitted at each phase.

The Phase Schedule

The same four-phase approach applies, and each phase carries specific weight on an infill lot:

Pre-Pour — soil preparation, fill compaction, vapor barrier, reinforcement, and plumbing rough-in. Coordinate early; this window is often under 48 hours.

Pre-Drywall — framing, connections, window and door flashing, and all mechanical, electrical, and plumbing rough-ins, visible for the last time.

Final — before closing and before the builder walkthrough, with full system testing and thermal imaging.

Month Ten or Eleven — before any workmanship warranty expires.

The Construction Damage Nobody Documents

Infill building happens inside an existing neighborhood, on a lot bounded by houses that were there first. That creates a category of issue you never see on a subdivision build.

Check Before Closing Why It Matters
Street, curb, and sidewalk damage Heavy equipment damage in front of the property, which the city may eventually expect someone to repair.
Yard compaction Equipment traffic compacts the remaining yard, affecting drainage and future landscaping.
Damage to preserved trees Trunk wounds, severed roots inside the drip line, and soil compaction over root zones. Trees frequently survive construction and then decline two or three years later.
Encroachment Fences, retaining walls, or grading that crossed a property line. A current survey resolves this before it becomes a neighbor dispute you inherited.
Shared easement utility work May have disturbed neighboring service lines.
Debris Left along fence lines and in side yards where it’s easy to overlook.

Ask the builder what was documented and what was resolved with the city and neighbors. On an infill lot, a current survey is worth ordering even on new construction — it establishes exactly where the new structure sits relative to lines and setbacks.

Your Infill New Construction Checklist

Verify the Old Parts Along With the New:

☐ Obtain the written warranty and read the coverage terms
☐ Order a sewer scope — the lateral may be original
☐ Ask whether the water service line was replaced
☐ Verify electrical service was upsized for the new load
☐ Ask what was removed from the lot and what was left buried
☐ Confirm any old septic tank or well was properly abandoned or plugged
☐ Request soils evaluation and fill compaction documentation
☐ Confirm the foundation was engineered for this specific lot
☐ Identify slab type: conventionally reinforced or post-tension
☐ Schedule the pre-pour inspection and confirm the pour date early
☐ Schedule pre-drywall before insulation is installed
☐ Verify root barriers near preserved trees
☐ Confirm final grade slopes away on all four sides
☐ Confirm swales and neighbor drainage were preserved

New House, Old Ground

An infill home in Oak Ridge North can be an excellent buy — current construction standards, an established neighborhood, mature trees, and a location that’s genuinely hard to replicate closer to The Woodlands.
